1. Go to Start > Run  ( or Windows Button + R)

2.  In the newly opened window type GPedit.msc and click OK.

3.  You will enter the Local Group Policy Editor. Extend the menu or double-click Computer Configuration.

4.  Extend the menu or double click on Administrative Templates.

5. Extend the menu or double click on Network.

6. Click QoS Packet Scheduler this time ,not stretch the menu. On the right side find the Limit Resevarble bandwidth. Double Click on it ( or right click – Edit )

7.  In the newly opened window  click the Enable -  Bandwidth limit , and change Bandwidth limit % value of 20 change it to 0 (zero). Click OK.

8. Close all the extended menus . Close the Local Group Policy Editor.

9. Make restart of the system. You can also go to Command Prompt, find Command Prompt  icon, right click on it, and choose run as administrator ( if you use Windows 7 or vista ), and type command gpupdate /force. But to make sure that everything is working, make Windows restart, and then try surfing.
